Is it possible to launch a local website? (In the files folder)

I am able to add a link that goes to a website no problem.
If I have an html file in the Files folder or one directory down, is it possible to open that locally?
I've tried [[Click Here|File: /files/Release/play.html]]
Is this even possible?
